Definitely could have fallen into bad territory of aggrandizing a horrible regime and giving idiots an example of ends justify the means type stuff.
Not sure if they ever could have really made it work given how extreme the Legion is. But they had 18 months to make the whole game, plus major limitations due to consoles, so not really surprising. And then Ulysses was supposed to be the de facto Legion rep companion to at least give some better insight, but then that too was cut. They had plans to let you explore the eastern half of the Colorado river well into Legion territory and not just the military camp, but that was nixed pretty early.
